"Roy “Frankie” Foley, age 75, of Bartley passed away Saturday, February 14, 2026 after many years of sickness.
"Frankie, as all his family and friends knew him, was born February 26, 1950 in McDowell County, WV. He was blessed to have two mothers; his birth mother, Margaret Foley Justice, who he called Little Mommy. Frankie was raised from the age of two weeks old by a loving woman, Lucy Viars, who was his mother in every way.
"Frankie was a coal miner all his life and loved talking “Coal” He was raised in Knox Creek, VA and would often share stories of his early years with family. He loved watching old westerns on television in his later years. Frankie gave his heart to the Lord and attended Bartley Fellowship Church of God until his sickness prevented him from getting out of the house.
"Frankie met his wife, Brenda Tabor, and they married in 1967. They were married for 56 years until his wife’s passing in 2024.
"Frankie was a hard-working father, providing for his four children, Annetta Tiller and husband, Kenny, Veronica Short and husband Jimmy, Aleisha Johnson and husband Frank, and his son Roy “Frankie” Foley Jr and wife Daphany all of Bartley. He has nine grandchildren, Ashley Jones, Amber Hayslette, Brandon Johnson, Dustin, Devin, Donovon and Dakota Short, Gavin and Alyssa Foley. He was also blessed with ten great grandchildren. Frankie had one sister, Yvonnne Payne of FL who passed away in 2024 and one brother, Billy Woosley and wife Valerie who live in Beartown.
"Family and friends are invited to The Jesus Church of Bartley for fellowship and sharing stories on Wednesday, February 18, 2026 beginning at 5 o’clock, with a church service at 7 o’clock. Brother Tommy Jenks and Brother Chad Estep will bring forth the Word. Funeral service will be held at the Jesus Church of Bartley, Thursday February 19, 2026 at 1 o’clock. Burial will follow in the Tiller/Foley Family Cemetery located in Store Bottom at Bartley.

"Brenda Foley, 71, of Bartley, entered Heaven’s Gates with praise on Monday, May 27, 2024.
"Brenda was born August 19, 1952 in McDowell County a daughter of the late Chester Tabor and Maxine Smith. Brenda was a member of the Bartley Fellowship Church of God; she loved gospel music and telling people of the goodness of the Lord. Brenda enjoyed spending time surrounded by her many grandchildren and great grandchildren, having family dinners, flower gardening and watching preaching.
"Brenda is preceded in death by her parents, one sister, Hulondia Brady and two brothers, John Tabor and Rollins Tabor.
"Those left to forever carry her memories in their hearts are her husband of 56 years, Roy “Frankie” Foley of Bartley; three daughters, Annetta and husband Kenneth Tiller, Veronica and husband Jimmy Short; Aleisha and husband Frank Johnson; one son, Roy “Frankie Jr.” Foley and wife Daphany all of Bartley; one sister Kathie and husband Mike Hearn of Princeton; and one brother Roger Tabor of Fairlawn, VA; nine grandchildren and ten great grandchildren.
"A celebration of Brenda’s life will be held Friday, May 31, 2024 at 12 noon with Reverend Tommy Jenks and Reverend Chad Estep officiating at the Jesus Church of Bartley in Bartley, WV.
