9, 1978 a son of Mary Hanshaw Toler Cecil of Beckley and the late Jeffrey R. Toler. In addition to his father
he is preceded in death by his grandparents David Toler, Joyce Toler, Eula and Allie Hanshaw; and aunt
Rhonda "Susie" Toler Jackson. In addition to his mother survivors include a sister Rhonda (Shaun) Johnson

"Cecil was a former coal miner, a member of U.M.W.A., a lifetime resident of Wyoming County and was a member of the Basin Freewill Baptist Church.
